It won't. /etc/services is merely a service name to port number mapping.
It is merely a convinient reference for us to refer to a servic by name
instead of port number. It sure is easier to say ftp to $machine than
to say connect to 21 on $machine and transfer data.

That it doesn't. xinetd uses a PAM like structure with separate files
