 thats the point many seem to miss, what if udp isn't enough to anwser
your request?
well ltes use tcp, its "cheaper" than 2 or more (un)-coordinated UDP's 
(remenber paket is allready in U.D.P.) and by far more secure...

thats all, but i guess dns=udp will be a running one, forever most
probably...
