depends whether your really need QoS or not. If you don't have much traffic
(compared to your network I mean), then QoS is useless (it'll add overhead
for nothing!).

if you really need QoS, then you can use it on a FW, provided you trust the
implementation. you might need to check advisories, but given that very
few people use QoS on security devices, you'll find nothing.

if interested, there is ALTQ on the *BSD.
(there's also the dummynet stuff of ipfw, but ipfw just can't make it
