You didn't mention whether your FTP clients were running in active or
passive mode. Sounds like you've done some homework so you probably
understand what this means regarding your problem. Does this occur in
passive mode or just active?
If it just happens when running in active mode it doesn't sound like
very sane logic is being followed while creating the state tables.
However, passive mode could allow a workaround.
