A T-1 is hardly a backbone connection.

T-1's don't generally go down unless there's a problem with Joe Backhoe
operator somewhere in the vacinity.  Anyone logging traffic in that kind
of environment would analyze the logs irregardless of link failure, and
link failure would be handled by the carrier.
