Just caught the tail end of this therefore well it might be a little
jagged.
Some time ago researched this to death and this is one way you might
consider running towards..
1- See zebra.org
2 - BGP read up again see Zebra
You can do QoS which is fascinating stuff via ALTQ if using BSD
Linux has the same using ip and so on..
Well Hope it helps.. usually AFAIK you need to be able to
route via AS to do what you want to do..
