How about using one of those cable router/firewalls?  For something like that,
they're not bad.  Don't open any ports through.  And block all the unnecessary
outgoing ports.  Cost should be about $100 or so.

On the computer itself, install OpenBSD and use OpenSSH from the internal 
network
to connect to it through the internal firewall.  OpenBSD cost: free over 
the internet,
but I suggest getting the disk.  It's only about $30 + shipping and it 
helps the
developers out a bit.

Plug the cable from the company firewall into the cable
router/firewall and the download computer into the cable 
router/firewall.  Have the
cable router/firewall block all outgoing traffic from the company firewall.

For the sharing part, I don't see that would be a problem.  With appropriate
passwords, noone else would be using that computer.   And the computer
could be on your desk, so you could do the downloading from the console.

And if that doesn't work, refurbished computers can sometimes be found
pretty cheap.  I bought two refurbished Compaq 200 MHz computers for
$49 each and five refurbished Compaq 233 MHz computers with CD and sound
fro $59 each less than a month ago.
