Good question. I just read the AUP from their website and it stated nothing about IPSEC. It did however, state the standard stuff about kid porn, reselling bandwidth, running dedicated services such as mail, HTTP, FTP, RTP, IRC, DHCP, and game servers.
Just to be on the straight and narrow I would call them, although their tech support is quite weak. When I first got the service all their routers were wide open. I wanted to write an email but figured they would think I was hacking their network. Two months later, all their mail servers got broke into by someone. They learned the hard way.
