You do realise that all this code is available as part of the Linux 
kernels as of 2.2.x?  Feel free to download it and peruse the code 
under 'net/sched'.  This includes RED, SFQ, CBQ, PRIO and others.  Also 
see sites such as mine in my sig for more info.

I believe some of the *BSDs also include this code, so check there as 
well.
