Deepak,
        If you have access to Linux box with 2.4.x kernel then use iptables 
(netfilter) support in kernel and by using iptables command you can play with 
--tcp-options  or --syn options etc.

Other firewalls such as checkpoint FW-1 also allow you to play with options 
using their INSPECT language.
