You're still better off using SSH, since you suddenly have to trust those users to never ever get infected by a trojan, install software that's been infected or ever go bad, or install a tunnel like a VPN or AOL. That's a significant extension of trust that isn't necessary to extend since there are better solutions than telnet (SSH, Telnet over SSL...)
