more details are required.

are you using NAT? if so, that will make things easier. what routing
protocols are you using with zebra? what are the peers for those routing
protocols?

one solution would be for the linux host to monitor one link and if the
other end isn't reachable, run a script to change the default route and
NAT address(es) for the inside hosts.

but, i really can't tell without some better understanding of what your
network looks like and what you are trying to achieve.
