This sounds like the firewall can't contact the viruswall, so the http
proxy ("security server") is defaulting to denying the traffic. There are
several ports that need to be defined as services in the servers in the
resources in the rules in the rulebase. Both CheckPoint and Trend have
decent documentation on this.
You could also try asking the firewall-1 wizards mailing list:
