I don't know what it uses to decide a connection 'appears to be regular
users using a telnet client", tho.  I checked with tech support (because
this is relevant to work I'm doing here, also) but they didn't have a decent
answer.

I can say that the option does not work reliably; when enabling the feature
and telnet'ing multiple times from three different locations, not a single
telnet session was blocked.
