Lot's of reasons.

Here are a couple of the most common ones:

You proxy is probably doing NAT.  IPSec breaks in many NAT situations.  Try
turning on UDP encapsulation so the IPSec tunnel is encapsulate in an
innocent looking UDP packet.

IPSec VPN is tunneled on IP protocol 50.  Not PORT 50 but IP protocol 50.
Many firewalls have a problem with that or must be specifically configured
to allow IP protocol 50.
