Perhaps the cert is an SGC key and the "Colombian Special" browser
supports SGC?

SGC stands for Server Gated Crypto. Fundamentally, it allows low-crypto
browsers that spport it to operate at high-crypto strengths. I couldn't
find a good tech article in the first 10 hits off Google for it though
(all MS tech articles on HOW-TO, but nothing on what it is), but maybe a
thorough search will get you the info to satisfy your interest.  

p.s. I thought all browsers were 128 bit upgradeable nowadaze?
