Several things to check:

> locate funcsave
/usr/share/fish/functions/funcsave.fish
/usr/share/fish/man/funcsave.1
> ls /usr/share/fish/functions/funcsave.fish
/usr/share/fish/functions/funcsave.fish
> echo $fish_function_path
/home/beni/.config/fish/functions /etc/fish/functions
/usr/share/fish/functions

I'd guess apt-get installs files reliably, so the problem is probably with
your $fish_function_path
