vim has http://www.vim.org/scripts/index.php and I do like the name fish-market. Perhaps we could link to the Fish market from the website +/- make it an official repository under github.com/fish-shell, although I don't know if anyone else would be interested in maintaining it. It might be useful to have some sort of 'best practice' document, too.
