Either one works. If your project is likely to add more commands/options
then I'd add the completions to the project to make it easy to keep
up-to-date.
It also depends on the maintainership of the project. For example, docker
completions are maintained in the docker "cli" repository, but they are
slow at integrating contributions, so in that case it's better to ship them
with fish.
