Effectively then its not free. Like many developer / tester level people, the 
consulting companies which employ us are not FPL member firms, neither are the 
clients for which we work. Even in cases where a company is a FPL member, the 
big bosses / top shots like CIO / Directors get to attend the conference - not 
developers / testers / analysts :-(
