BY IOC i beleive you mean to say in 35=6 value of TAG 28=C , if this is the 
case all the brokers who sends IOI Transaction Type 28=N sends this.

IOI is basically sends by Brokers only to ask for the interest from their 
clients to show what orders they can fill up , asking for their interest.

and in case that order exec is gone from the brokers side they have to send the 
cancellation of the previous new IOI . TAG 26 is required to show up the new 
IOI sent.
