Hi,

It is interesting to note that under the exchange best practise model  a new 
order that is suspended upon entry (39=9) & then released back into the market 
may be communicated back to the order placer without first transitioning 
through 39=0(new) e.g. the order could be injected into the market, be 
partially filled and the first FIX message going back could carry 39=1.
