yes, a group is a set of fields.

Please have a look at section 5 that describes group, field, sequence, 
primitive type and message. You can then read section 6.2.5 in the context of 
what is said in section 5.

(The group keyword should not be used here as the sequence is defined to 
comprise a length and an ordered set of elements. Each element is of group 
type.)
