The tags you list are all (except 58) part of the repeating group QuotReqRjtGrp. The entire group is mandatory and can be before or after 58 Text. The tags within the group need to appear in the order defined by FIX to allow parsing in the tag=value syntax. The tag 146 NoRelatedSym starts the repeating group and the first field from outside of the group will end it again.
