Vol. 1 pg. 19 of the FIX 5.0 Specifications gives an example of a repeating 
group. In it, the comments for the NoXXX field claims that the NoXXX field os 
required if any of the repeating group fields are present. So, if we follow the 
example, tag 576 is required if tag 577 is present.
I see your point, though. Perhaps this issue has been resolved somewhere in one 
of these forums. My advice: If you want to stay out of trouble then always 
populate the NoXXX field even if its value is 1.
