Firstly, let me say that this question definitely doesn't belong in the FIX.4.0 
Session forum as this tag doesn't exist in the FIX.4.0 specification.  It was 
introduced with FIX.4.2.

As to your question, in the case of your example, that would be 369=42.
The answer would be the same for a ResendRequest that immediately follows.  My 
take on the issue is that the Logon message is "being processed" at a minimum 
or else you would not be sending a Logon response.
