I do not think there is any way to specify over / under when specifying 
CashOrderQty (152) instead of OrderQty (38). 

Lets looks at this logically. If we specify "over", then there should be a way 
to specify "how much over" the Sell side is permitted to go. When OrderQty (38) 
is specified, it means buy/sell me upto OrderQty (38) shares. Similarly, when 
CashOrderQty (152) is specified instead on OrderQty (38), it means buy/sell me 
the number of shares such that the cost is within the value specified in 152. 
Considering multiple partial executions at different prices, it would be the 
Sell side's responsibility to ensure the CumQty * AvgPx <= CashOrderQty.
