Good catch.

We do maintain a separate repository for the FIXT.1.1 session layer.

We first provided it in: 
http://www.fixprotocol.org/documents/4190/fix-repository_20080926.zip

It is definitely not provided in the 20090420 zip.

I will investigate why it is not being included in the automated build.
