We are working on an implementation for which the proposed new 
BusinessRejectReason (380) "Throttle limit exceeded" will be very useful.

On the assumption that this proposal is adopted, what is the likely value for 
this new BusinessRejectReason? Is 19 the likely value for "Throttle limit 
exceeded"?
