You did not specify what version of FIXML you're using.  Assuming 4.4 and 
above, in the Parties component block of the Order and ExecutionReport msg you 
can specify the settlement location as follows:

PartyID=<whatever it is>
PartyIDSource=<source scheme of the Party id>
PartyRole=10 (settlement location)
