Hi, 

After reading the document 
http://fixprotocol.org/documents/4483/FIX-5.0_SP2_VOL-1.pdf, we have a question 
about TZTimeOnly and TZTimestamp format.

** TZTimeOnly
Format is HH:MM[:SS][Z | [ + | - hh[:mm]]]
Does this mean that is "14:23" valid ? 
Or shall we use either Z or UTC offset (ie always specify the offset one way or 
another)?

** TZTimestamp 
Format is YYYYMMDD-HH:MM:SS[Z | [ + | - hh[:mm]]]
This means that seconds are mandatory.
But in all examples provided, seconds (:SS) are not present.
