Is she shedding her baby coat?  it starts on the face and often leaves the
black skin showing, starting aound the eyes..... and muzzle.

Try some Koapectate..You can get it in gallon size in the vet catalogs or
livestock supply stores...pink stuff, they like it. Probably not the brand
name,just Kaolin/pectin. Also Probios probiotic (comes in a tube like a
wormer)
 How old is she?   2 weeks..or so?  Mare in Foal heat? (I just read she is
almost a month old..did the mare go through foal heat earlier or is she in
heat now?)

Sometimes the mare's milk is TOO rich..my friends here had that problem
with their last foal..What are you feeding the mare? 

Try Petroleum jelly on her bum after you wash it..will protect her skin.
