I'd guess your horse doesn't need the hay, since he probably gets more than enough food from his turnout time. I don't feed -any- hay or grain in the summer months, and I usually limit turnout on our grass pasture to 4 to 6 hours a day -- except that recently we've been refencing our dry lot area, so my 3 Fjords have unfortunately plumped up nicely :-( on continuous turnout. If you do feel the need to feed hay along with turnout time, try feeding stemmy grass hay, possibly supplemented with bright, clean straw, to increase the roughage and decrease the calories without decreasing the volume of food.
