So as much as we may like there to be laws that dictate how many kids or how many horses a person can create, it can't be done in a democracy. So, what we need to do is SELF REGULATE. That is the same as being responsible. But sadly many horse breeders and horse owners don't want to act responsibly. Perhaps the breed organization itself could be involved in regulation--I have no idea what that would entail. I'll leave that idea up to the Mike Mays of the Fjord world to think about (or not). Jen
