As Jan points out, other Xiph projects use
trac.xiph.org, however, the only ticket I see
there specifically tagged for FLAC is dated
2005.
SourceForge.net is behind the "Bug Tracker"
link on the Web page at:
https://xiph.org/flac/developers.html
Surely one bug tracker would be less
confusing for people trying to submit bugs.
