It's probably worth pointing out that you can create an ActionScript 3 project in Flex Builder that never goes anywhere near the Flex Framework.
I have quite a few of those on my machine for a number of things that I would previously done in the Flash authoring tool. I have spent a good portion of the last 2 years writing plugins for Eclipse though, so it is a pretty natural way for me to work.
