For SVG rendering, you actually can do basic SVG rendering on the
client-side in Flash. Helen Triolo wrote a library for doing this a
good while ago, though I can't seem to find it online. If I recall
correctly, this has also been rolled into Claus Wahlers' open-source
DENG, which you can get here:

If you deployment timeframe allows you the luxury of not having to
deliver until Spring of 2006, you might also want to think about
leveraging Flash Player 8.5's binary data support to parse your SHP
files directly inside the Flash client.
Claus, the prolific man that here is, has been experimenting with
directly parsing and rendering VPF (Vector Product Format) data using
the Flex Builder2 alpha. I'm sure the effort for doing the same with
SHP files would be relatively comparable provided that you can find
sufficient documentation on the file format. If you're interested and
can wait until the public release of the Flash 8.5 player, I'd seriously
recommend talking to him about the possibilities for GIS rendering
directly within Flash.
