Flash Lite 2 is currently in development -- because it is not even in final release version yet, it is difficult to already have it preinstalled into consumer handsets, true.
Key question here is when you'll be delivering the project, and to what region. Japan and Korea have significant Flash Lite 1.x capabilities already, and Europe is catching up, but North America is behind these.
A lot depends on the devices, too... personal media players like the iRiver U10 are already in global distribution, independent of carrier networks, and these have good Flash and video capabilities today.
A lot depends on the audience, and what devices they will have by the delivery date of the project.
