Well, I definitely can't claim to be an expert on the issue, however I'm sure we're using Tahoma 12 Bold in all our files. Perhaps something is being set by the flash player in those locales, such as our Chinese site (http://www40.sap.com/china/index.epx), if the font is not found but we have set the source files to Tahoma.
Of course you are correct about it not being installed on older Macs, however, the higher ups in marketing made the decision not to support those browsers/Oses. Wouldn't necessarily have been my decision, but that's the way it came down.
