It can be done with a set of still images that are shown as the rotation
slider is moved back and forth. With reasonable transition settings, you
can get a pretty smooth effect without the huge file size and slow
downloads of Video.
They did use video when showing the phone is use displaying a video but
the video was small and short.

There are lots of examples of 3-D effects done this way. I suspect that
this is the case in the site that you cited. As you move the slider back
and forth, the camera appeared to follow. With Video, this would have
been much harder to do and probably would not work as well on many PCs.

Some ideas:

We have used Poser to build animated objects (optocoupler) that walked and talked.

You might also look at some of the high end CAD systems that have animation tools that can create sequences of images that could be used in Flash. This is particularly attractive if the product that you are showing has been designed with one of these products and already has the model that you need. You still need to work with the CAD guy to get the lighting and camera positions that you want.

Thanks for the reply Ron...

Right now I'm just trying to recreate the "3-D Camera" rotation after
you select a different phone to explore. Is this done is some video
software or can it be done with flash?
Any ideas would be very helpful. Thanks.

I need help with creating a site somewhat like this one....http://www.samsung.com/se/current/campaign/slim/site/index.htm

I'm trying to figure out the coding involved in this site. Thanks!

There could be quite a bit.
I did not try the game but the phone exploration part has a fair amount
of action in it.

There are probably many ways to do this. It is not too complex to handle
as a set of timeline animations but might be easier with some
Actionscript framework to orchestrate the animations.

What are you trying to do? What Flash or Actionscript technologies are
you most comfortable with?
Have you got a design of what you want your application to do? Once you
know all of the states that your user can get into and what they can see
and do in each state, you will have a better guess about how much code
you will need.
