Well, honestly, I dont know much about the movie companies, but the music and TV companies all allow streaming, whereas they dont allow progressive download.
Movies are a bit different in that most of the schemes & services I have seen involve writing something to the hard disk, which is a big difference. This is probably because its hard to offer a super high quality stream for a 1.5hr movie without caching. But I really dont know. I can just say that all the music companies (I have worked with them for years) and many (perhaps all) of the TV companies are all doing and allowing streaming of their paid content. The easiest way to see this is to go to google video which uses flash video. They are selling american TV shows from major US networks.
