Look for tools to convert the FLV into an editable video format ( i.e. AVI or MOV format ),
then you can go to town using a standard NL video editor app.

Nope. If you don't have the original video source, then you will have to live with some degradation of the video image. If you know what you're doing, you can come very
close to the quality of the original video.

I've done this with almost no degradation of the original video using an alphabet soup of video encoding tools that I own. ( I own nine different video encoders, and four different
video editors that all do a few specific things really well. )
