I've just skinned the UIScrollbar on a project and it's working fine with the ScrollPane component. Maybe you need to add the ScrollPane to your library first? Could it be a theme issue? You're on the right track though, the ScrollPane component uses the UIScrollbar. More information and I might be of more help.
