Found a work around in a Google Flash Group.

Basically, you make the fullscreen call in frame one, then turn it off in frame 2, and call it again in frame 3. It flickers when launched, but it works.

I think it works on machines with version 9 installed. I don't know why that would affect it since it is "stand-alone".

To clarify, fscommand("fullscreen","true"); is not working on some macs. Works on mine with Flash Player 9 installed.
