The way you're describing it, it seems more of a monitor refresh rate issue (which can be more apparent if you use a very high frame rate on your movie) than anything related to flash rendering techniques themselves. I suggest you try testing your movie on other computers (other screens) and see if you notice the same effect. If it doesn't, it's probably something on your monitor.
Plus, if that's the case, I don't believe any extension, class, or whatnot would solve the issue. Rendering is rendering, other than aliasing/smoothing there's no different way to push animation on flash. However, animation ripping is to be expected when the renderer is not synchronized to the vertical refresh rate. I'm not sure how the flash player works on that regard though - it might even be a graphic driver issue.
