About the code, it's not AS3... you need to use something like this:

miButton.addEventListener ( "rollOver", miFunction);
function miFunction (event) {
  miButton.rotation--;
}

See that the event declaration changed, and that "_rotation" is now
"rotation".
And you can write all the code you want in any timeline... don't bother
using classes unless you want to learn OOP...
