Yes, FlixPro can output to vector. The trick starting with a source that is as clear and high-contrast as possible. To keep processing to a minimum, try to film the sequence with an actor dressed as darkly and uniformly as possible on a white background. Lights can wash out the background altogether. If needed, you can increase the contrast in pre-processing and then run it through FlixPro to output to vector.
