Let me add the following for the record:

Actually, it's not the closest or nearest key frame, it's the next key
frame. (I'm not saying the above is wrong, they are just not clear).
Let's assume you have a key frame at every second start. If you try to seek
to 3:050 (seconds:milliseconds), you'll land on the key frame at 4:000 (not
the one at 3:000).
