I have used Flash buttons from the library, published then in a SWC and
used them in a pure ActionScript AS3 project using Flash Builder. No
Flex required.
In Flash Professional I modified the button skins to suit me and then
after publishing in Flash Builder I altered the button's text at runtime.
So I think the answer will be a complete yes.
