I built a site with an interface just like that a few years ago. Wasn't too difficult from memory although it was an achievement to complete. You just load a grid of thumbs into a container, enlarge and reposition the container til the enlarged thumb fills the screen height, and load the hi-res version of the thumb in the correct position and size.
